GORO CREATES A NEW TOURISM CLUSTER IN THE CARPATHIANS: HOW REGIONAL DEVELOPMENT MULTIPLIES ASSET VALUE

At the All-Ukrainian Tourism Summit, Vasyl Danyliak, CEO of OKKO Group and Co-founder of GORO Mountain Resort, together with Volodymyr Harazd, CEO of GORO Development and GORO Mountain Resort, presented a three-tier model for developing a tourism cluster.

The strategy is based on collaboration between business, local communities, and the state, which is expected to deliver sustainable economic impact and significantly increase asset value for investors.

The GORO model is built on the principle that the development of the resort acts as a catalyst for growth across everything within and around the destination.

It includes three key levels:

  1. Core — GORO Mountain Resort. A world-class, all-season infrastructure featuring sports, wellness, events, and high-end service. This is where the primary visitor flow is generated, projected to reach 1 million guests annually by 2030 and 3 million by 2040.
  1. Community — the Slavske cluster. The development of the resort stimulates the growth of local businesses, gastronomy, and crafts. This creates conditions for attracting new investments and large-scale employment growth (up to 25,000 jobs over 15 years).
  1. Ecosystem — broader infrastructure. Through the OKKO filling station network and the Fishka ecosystem, interaction with the tourist begins long before arrival. This enables the tourism experience to scale across hundreds of kilometers, integrating services and partner offerings into a seamless journey.

A guest does not divide a trip into separate parts — for them, it is a single, continuous journey. That is why we are building an integrated ecosystem: from the road to the stay at GORO and within the Slavske community. In this model, a strong experience turns a visitor into an ambassador. This is what creates an opportunity for Ukraine to become a recurring tourist destination rather than a one-time point of interest.

To ensure long-term impact, the GORO team is launching educational programs to train industry professionals, as well as acceleration programs for local entrepreneurs. This approach ensures that the Slavske community becomes a full-fledged participant in the cluster, while investors benefit from a stable environment for developing their projects.

The new tourism cluster will generate a significant economic effect for the region. Each year, tourists are expected to spend at least $175–300 million, excluding accommodation. These funds will not be concentrated within a single business such as GORO, but will be distributed across gastronomy, entertainment, services, and local production. This new economy will form around the cluster if all participants operate as a unified system: business, communities, the state, education, and investors. We are already seeing strong interest from businesses across Ukraine in participating in the development of this new destination.

GORO Mountain Resort is an all-season mountain resort that OKKO Group has been developing since October 2024 in the Slavske community, Lviv region. The first phase covers 127 hectares and includes 10 ski slopes, a 100% snowmaking system, a gondola and two chairlifts, a Welcome Centre and Mountain Centre, as well as five hotel complexes with over 1,100 rooms.

OKKO Group acts as the owner, investor, and developer of the project. The resort is scheduled to open in 2027, with the hotel complexes launching in summer 2028. International consultants ILF Group and PKF Hospitality are involved in the development. The total investment in the project, which will span 1,200 hectares over 15 years, is estimated at approximately $1.5 billion.
